Balimwezo unveils new Kampala executive, names women to key city roles

Kampala’s new Lord Mayor, Ronald Nsubuga Balimwezo, has announced a City Executive Committee (CEC) dominated by women, marking a fresh political and administrative shift at City Hall.

The appointments, unveiled on Monday, will steer the capital’s political and executive functions under the Kampala Capital City Authority (Amendment) Act, 2019.

Faridah Nakabugo has been named Deputy Lord Mayor and Secretary for Administration and Human Resources, giving her oversight of staffing and internal management within the authority.

Shamim Nambasa takes up the finance docket, where she will oversee budgeting, revenue collection, and fiscal planning for the city.

In the social services portfolio, Judith Nalukwago will manage health, education, and community welfare programmes across Kampala.

Godfrey Luyombya has been appointed Secretary for Civil Works and Physical Planning, placing him in charge of infrastructure development and urban planning.

The committee will serve as the political arm of the city administration, guiding policy, supervising service delivery, and supporting implementation of council decisions.

It will also play a key role in budget preparation and monitoring performance across key sectors.

Balimwezo assumed office following his swearing-in last week, succeeding Erias Lukwago, who served as Kampala Lord Mayor for 15 years.

He has pledged to prioritise road infrastructure and expand access to public education in underserved areas, saying his administration aims to “restore trust in Kampala” through inclusive engagement.
