Gov’t Moves to Regulate Social Media as Internet Costs Decline – Baryomunsi

The government is set to introduce a new national communication policy to regulate social media use while further reducing internet costs, ICT Minister Dr. Chris Baryomunsi has revealed.

Speaking in Kyankwanzi, Baryomunsi said the policy will guide responsible and productive use of social media without blocking access. Instead of restrictions, the government plans to use content-filtering technologies to promote constructive online engagement.

We are not blocking people. We want social media used properly for self-development, business and education, he said.

At the same time, he noted that internet costs have already declined due to expanded fibre infrastructure and multiple international connectivity routes through Rwanda, Tanzania, DR Congo and South Sudan.

The government is also lobbying manufacturers to locally produce phones and computers to make digital devices more affordable.

The move signals a dual strategy: expanding digital access while strengthening oversight of online spaces.
